Heating oil sits inside the distillate barrel, and for most of the year only refiners care where the stocks are. That changes in late autumn. Thin inventories going into a cold Northeast winter are what set up the price squeezes, and those squeezes land in household energy bills. Out of season the number is just a detail about refinery output.
